Appropriates $33,000,000 from the Constitutional Reserve Fund to the State Board of Education for financial support of public schools.

Funds may be budgeted for fiscal year ending June 30, 2018 (FY-18) or fiscal year ending June 30, 2019 (FY-19), but not both simultaneously.

FY-18 funds must be encumbered through June 30, 2018 and expended by November 15, 2018; any remaining funds lapse unless budgeted for FY-19.

FY-19 funds may be encumbered through June 30, 2019 and must be expended by November 15, 2019; any remaining funds lapse to the proper fund.

Becomes effective July 1, 2017 and declared an emergency measure.
