SB 855 Summary

• Modifies the apportionment of revenues to the Rebuilding Oklahoma Access and Driver Safety Fund for fiscal year beginning July 1, 2017, reducing the total apportionment to $446,669,915.00 instead of the previously scheduled $575,000,000.00.

• Maintains the base allocation of $59,700,000.00 annually for debt service on obligations issued pursuant to Section 341 of Title 73, with the remainder apportioned in monthly installments.

• Requires the Department of Transportation to use fund monies for construction and maintenance of state roads, bridges, highways, operating expenses, matching federal funds, and debt service obligations.

• Prohibits use of apportioned monies to supplant or replace existing state transportation funds; requires the State Board of Equalization to conduct annual examinations to ensure funds enhance rather than replace state funding.

• Establishes an emergency clause and makes the act effective July 1, 2017.
