Amends 62 O.S. 2011, Section 34.67 to change the Director of the Office of Management and Enterprise Services' authority from "authorized to" to "shall" prescribe forms and electronic systems for processing claims and payroll across state agencies.

Requires the Director to approve and charge claims to the account or accounts indicated on the claim or payroll after proper audit.

Authorizes payroll systems for use in claiming amounts due individually to all employees within state agencies, with each payroll record showing total earnings, withholdings by type, and net amount due each employee.

Permits the Director to reserve withholdings to be paid to proper entities by lump sum payments.

Takes effect July 1, 2017, and declares an emergency to make the act effective immediately upon passage and approval.
