Changes the Director of the Office of Management and Enterprise Services authority from "authorized to" to "shall" prescribe forms and electronic systems for processing claims and payroll used by state agencies.

Allows state agencies to file claims against multiple allotment items and requires the Director to approve and charge claims to indicated accounts after proper audit.

Authorizes payroll systems for claiming amounts due to individual state employees, with each payroll record showing total earnings, withholdings by type, and net amount due.

Permits the Director to reserve withholdings and pay them to proper entities through lump sum payments.

Becomes effective July 1, 2017, with an emergency clause for immediate effect upon passage and approval.
