Changes the Director of the Office of Management and Enterprise Services from being "authorized to" prescribe forms and electronic systems for claims and payroll to making it mandatory ("shall prescribe").

Allows state agencies to file claims against multiple allotment items by indicating the account(s) to be charged on the claim or payroll.

Authorizes payroll systems for individual employee claims, with each payroll record showing total earnings, withholdings by type, and net amount due to each employee.

Permits the Director to reserve withholdings and pay them to proper entities through lump sum payments.

Effective date of July 1, 2017, with an emergency declaration allowing the act to take effect immediately upon passage and approval.
