Authorizes state agencies to file claims against multiple allotment items by indicating the accounts to be charged on the claim or payroll.

Director must approve and charge claims to the indicated accounts after proper audit.

Payroll systems are authorized for use in claiming amounts due to individual employees, with each payroll record showing total earnings, withholdings by type, and net amount due.

Effective date is July 1, 2017, with emergency clause allowing immediate effect upon passage and approval.
