Changes the Director of the Office of Management and Enterprise Services authority from discretionary ("authorized to") to mandatory ("shall") to prescribe forms and electronic systems for processing claims and payroll used by state agencies.

Allows state agencies to file claims against multiple allotment items by indicating the accounts to be charged on the claim or payroll, with the Director approving and charging claims after proper audit.

Authorizes payroll systems for claiming amounts due to individual employees within state agencies, with each payroll record showing total earnings, withholdings by type, and net amount due per employee.

Permits the Director to reserve withholdings and pay them to proper entities through lump sum payments.

Takes effect July 1, 2017, with an emergency declaration for immediate implementation.
