Senate Bill 871 Summary

• Consolidates the Office of Disability Concerns and the Oklahoma Commission on Children and Youth into a single agency named the Oklahoma Commission on Children, Youth and Disabilities, effective July 1, 2017.

• Transfers all powers, duties, functions, responsibilities, assets, funds, liabilities, records, vehicles, equipment, and contractual rights from both agencies to the consolidated agency.

• Transfers all personnel employed by both agencies as of July 1, 2017, with classified employees remaining under the Merit System of Personnel Administration and unclassified employees serving at the pleasure of the new director; protects employee leave, benefits, and salary.

• Transfers all administrative rules promulgated by both agencies to become rules of the consolidated agency, with the Office of Administrative Rules providing notice in the Oklahoma Register.

• Declares an emergency to allow the act to take effect immediately upon passage and approval, in addition to the July 1, 2017 effective date.
