Discontinues the Roof Asset Management Program (RAMP) effective November 1, 2017, and replaces it with the Multi-Bidder Optional Roofing Program.

Exempts project bids under the new program from the Public Competitive Bidding Act of 1974, except for contracts of $75,000 or more.

Requires the Office of Management and Enterprise Services to preferably allow five or more contractors (minimum three) per state region to enter into roofing repair and replacement contracts.

Awards project bids to prequalified contractors submitting the lowest responsible bid and all required items by the established deadline, with initial one-year contracts renewable for two additional yearlong periods.

Becomes effective November 1, 2017.
