Changes the Director of the Office of Management and Enterprise Services authority from "authorized to" to "shall" prescribe forms and electronic systems for processing claims and payroll used by state agencies.

Allows state agencies to file claims against multiple budget allotment items by indicating the specific accounts to be charged on the claim or payroll.

Requires payroll records to display total earnings, all withholdings by type, and net amount due to each employee, with the Director able to reserve and pay withholdings via lump sum payments.

Takes effect July 1, 2017.

Declares an emergency, making the act effective immediately upon passage and approval.
