Amends Joint Rules of the 55th Oklahoma Legislature to apply to the 56th Legislature (2017-2018 session)

Establishes Joint Committee on Appropriations and Budget with membership from both chambers, requiring majority votes from each chamber for bill recommendations

Sets legislative deadlines: March 23, 2017 for chamber of origin passage; April 27, 2017 for opposite chamber passage; sine die no later than May 26, 2017 for First Regular Session

Prohibits amendments to bills receiving Joint Committee "Do Pass" recommendations and requires measures referred to Joint Committee to have fiscal impact before recommendation

Allows Joint Rules to be amended or suspended only by two-thirds vote of both chambers, with single-chamber suspension permitted for rules not expressing constitutional requirements
