SJR 40 Summary

• Directs the Secretary of State to submit to voters a proposed amendment to Section 57 of Article V of the Oklahoma Constitution for approval or rejection.

• Broadens the one-subject requirement for legislative acts to allow either "one general subject" or "one comprehensive subject" (previously only required one general subject).

• Authorizes the Legislature to make provisions for defining what constitutes a comprehensive subject.

• Maintains existing exceptions for general appropriation bills, general revenue bills, and bills adopting a code, digest, or revision of statutes.

• Requires the President Pro Tempore of the Senate to file a copy of the resolution with the Secretary of State and Attorney General immediately after passage (passed Senate on March 21, 2017).
