Directs the Secretary of State to refer a proposed amendment to Section 3 of Article VII of the Oklahoma Constitution to voters for approval or rejection.

Changes Supreme Court justices and Court of Criminal Appeals judges from non-partisan to partisan elections within their respective districts.

Extends partisan election requirements to intermediate appellate court judges if such courts are created.

Maintains the Governor's authority to fill vacancies by appointment until the next election for State Officers, with vacant positions then filled through partisan elections.

Requires the President Pro Tempore of the Senate to file copies of the resolution with the Secretary of State and Attorney General immediately after passage.
