Refers proposed amendment to Section 4 of Article VII-B of the Oklahoma Constitution to voters for approval or rejection.

Governor selects one nominee from three candidates submitted by the Judicial Nominating Commission to fill judicial vacancies, with 60-day deadline to make selection.

If Governor fails to appoint within 60 days, Chief Justice of the Supreme Court shall appoint one of the nominees, with appointment requiring Senate confirmation.

Requires Governor to submit nominee names to Judicial Nominating Commission prior to nomination, which must provide advisory rating of "qualified" or "not qualified" within 90 days.

Allows Governor to call Senate into special session no more than once per quarter to advise and consent on judicial appointments when Senate is not in session.
