Directs the Secretary of State to refer to voters a proposed amendment to Section 34 of Article II of the Oklahoma Constitution to expand crime victims' rights.

Grants victims and family members the right to know the status of criminal investigations and prosecutions, the location of defendants, and to be present and heard at proceedings including sentencing and parole hearings.

Establishes that victims have rights to be treated with fairness and respect, receive timely notice of proceedings, obtain restitution, refuse interviews with the accused, and be informed of all their constitutional rights.

Allows victims, their attorneys, or the state's attorney to assert and enforce victim rights in court, with courts required to act promptly on such requests and without creating a cause of action for damages against the state or its officials.

Specifies that exercising victim rights or failure to provide such rights cannot be grounds for dismissing criminal proceedings or setting aside convictions, and grants the Legislature authority to implement and extend these rights to juvenile and youthful offender proceedings.
