Celebrates youth who have made an impact on their communities and are addressing challenges in a complex and changing world.

Recognizes 4-H as the youth component of the Cooperative Extension Service, operating since 1908 with a "learning by doing" philosophy for youth ages 5-19.

Notes that more than 157,000 Oklahoma youth participate in 4-H programming through club membership, project clubs, and school enrichment programs.

Acknowledges that 4-H volunteers and members contribute over 137,000 volunteer hours annually, valued at $2.9 million in community and state contributions.
