Recognizes April 6, 2017, as "Tartan Day" in the State of Oklahoma to honor the Declaration of Arbroath signed in 1320 and its influence on the American Declaration of Independence.

Acknowledges that almost half the signers of the American Declaration of Independence in 1776 were of Scottish descent.

Recognizes the United Scottish Clans of Oklahoma (USCO) and Scottish Club of Tulsa (SCOT) for promoting Scottish culture and heritage through Highland Games, music, dance, and other events.

Notes Oklahoma hosts two annual Scottish festivals: the Iron Thistle Scottish Heritage Festival and Highland Games in Yukon (April 28-30, 2017) and SCOTFEST in Tulsa (September 15-17, 2017).

Directs distribution of the resolution to the United Scottish Clans of Oklahoma, the Scottish Club of Tulsa, and SCOTFEST.
