Amends Oklahoma Statutes Section 18b regarding Attorney General duties to clarify numbering of existing duties (renumbering duties 13-22 to 14-23).

Modifies duty regarding settlement and compromise of lawsuits to specify that consideration must be payable to the state or a named agency party, and any monies, property, or items of value must be paid first to the State Treasury.

Maintains Attorney General's authority to settle, compromise, and dispose of actions representing state interests, with the requirement that all settlement proceeds go directly to the State Treasury.

Declares an emergency, making the act effective immediately upon passage and approval.
