Amends the Oklahoma State Finance Act by adding a new subsection G to Section 34.42 that limits agency budget submissions until a condition is met.

Prohibits agencies from filing budgets with the Director of the Office of Management and Enterprise Services that would result in fiscal year spending exceeding the total spend amount for that agency during the fiscal year ending June 30, 2020, unless the agency has undergone and received findings from an independent comprehensive performance audit.

Defines "independent comprehensive performance audit" to include a review and analysis of the economy, efficiency, effectiveness, and compliance of the policies, management, fiscal affairs, and operations of state agencies, divisions, programs, and accounts.

Exempts CompSource Oklahoma from these requirements if it is operating pursuant to a pilot program authorized by Sections 3316 and 3317 of Title 74 of the Oklahoma Statutes.

Declares an emergency, making the act effective immediately upon passage and approval.
