Amends Oklahoma law to prohibit peace officers, public officers, correctional officers, and persons acting under their command from using chokeholds under any circumstances.

Defines "chokehold" to include "air choke" methods that apply pressure to the neck, throat, or windpipe to make breathing difficult or impossible.

Defines "chokehold" to also include "blood choke" or "carotid restraint," which applies pressure to either side of the neck to stop blood flow to the brain via the carotid arteries.

Becomes effective November 1, 2021.
