Declares the oil and gas industry vital to Oklahoma's economy and states companies doing business with the state should not boycott it.

Requires companies contracting with the state to submit written certification that they are not currently engaged in boycotting the oil and gas industry or related businesses.

Prohibits the state from adopting procurement, investment, or other policies that induce or require persons to boycott the oil and gas industry or companies doing business with it.

Authorizes the Oklahoma Secretary of State to approve contracts or waive application of this resolution if the Secretary determines compliance is not practicable.

Adopted by the House on May 18, 2021, and by the Senate on May 25, 2021.
