Senate Bill 414 Summary

• Amends parole supervision requirements in 57 O.S. Section 512 to allow parolees to report virtually for all required parole supervision meetings if both the supervising officer and parolee have necessary equipment.

• Amends felony probation supervision standards in 57 O.S. Section 515a to permit offenders to complete initial intake and orientation virtually and to report virtually for all supervision meetings if both the supervising agency and offender have necessary equipment.

• Changes gender-specific language throughout the statute from "he" and "his" to gender-neutral terms such as "the person" and "the offender" in both parole and probation supervision provisions.

• Maintains existing supervision requirements including substance abuse assessments, monitoring of compliance with court-ordered obligations, and sanctions for violations; adds authority for supervising agencies to implement individualized treatment plans and random substance abuse testing.

• Effective date: November 1, 2021.
