Creates the "Second Amendment Sanctuary State Act," codified in Title 21 of Oklahoma Statutes, which preempts the entire field of legislation by any state agency or political subdivision from infringing on citizens' right to keep and bear arms under the U.S. Second Amendment

Declares that any federal, state, county, or municipal act, law, executive order, court order, rule, or regulation ordering the buy-back, confiscation, or surrender of firearms, firearm accessories, or ammunition from law-abiding citizens is an infringement on Second Amendment rights

Directs Oklahoma courts and law enforcement agencies to protect the rights of law-abiding citizens to keep and bear arms within the state's borders and to guard against infringements defined under the act

Applies preemption to any new regulations of arms and ammunition under the National Firearms Act of 1934 or the Gun Control Act of 1968 that are prohibited or regulated on or after the act's effective date

Defines "law-abiding citizen" as a person not precluded under state law from possessing a firearm and not including anyone not legally present in the United States; includes an emergency clause making the act effective immediately upon passage and approval (passed Senate March 9, 2021; passed House April 20, 2021)
