Amends Oklahoma's oil and gas produced water and waste recycling statute (52 O.S. 2021, Section 86.7) to expand definitions of acceptable treatment processes.

Modifies definitions of "recycled water" and "treated constituents" to explicitly include thermal and other commercially viable technological processes, not just mechanical or chemical processes.

Establishes that operators and nonoperators own oil and gas produced water and waste extracted from wells and have exclusive rights to use, sell, recycle, or dispose of it and any derived products.

Allows persons who acquire produced water for recycling to dispose of recycled water and byproducts in their permitted disposal wells without requiring a commercial disposal well permit from the Oklahoma Corporation Commission.

Effective date: November 1, 2022.
