Defines "excessive force" as physical force exceeding the degree reasonably permitted by law or law enforcement entity policies and guidelines.

Establishes presumption of excessive force when a peace officer continues applying physical force to a person already rendered incapable of resisting arrest.

Requires law enforcement entities to adopt policies or guidelines concerning use of force by peace officers.

Mandates peace officers (except probationary employees) report witnessed excessive force to their immediate supervisor in writing within 10 days, including date, time, place, participant identity, and description of events and force used.

Makes failure to report excessive force or knowingly making false statements in reports a misdemeanor offense; effective November 1, 2023.
