Expands appeal rights for child care facility licensees and applicants to include appeals of Department of Human Services decisions to reduce facility ratings under the Quality Rating and Improvement System or reduce payment based on rating reductions.

Licensees or applicants may appeal within 10 days after revocation, denial, rating reduction, or payment reduction by filing a verified petition with the district court in the county where the facility is located.

Requires licensees or applicants to file a transcript of Department proceedings with the court within 20 days of filing an appeal, with the district court having jurisdiction to review the Department's proceedings.

Allows district court to affirm the Department's decision or set aside the revocation, rating reduction, or payment reduction and issue or renew the license as appropriate.

Declares an emergency, making the act effective immediately upon passage and approval.
