• Requires voters to present photo identification meeting four criteria: showing voter's name, displaying a photograph, including an expiration date after election day, and issued by the U.S., State of Oklahoma, or federally recognized Indian tribe.

• Allows county-issued voter identification cards to serve as proof of identity for elections conducted before January 1, 2027, without meeting photo or expiration requirements.

• Directs Service Oklahoma to develop and provide free photo identification cards to registered voters by January 1, 2027, valid for 10 years and available only at state-run locations.

• Permits voters without acceptable identification to cast provisional ballots by signing an affidavit under oath, with ballots counted only if voter information matches registration database records for name, address, date of birth, and driver license or Social Security number.

• Makes false swearing on the affidavit punishable as a felony and requires the Secretary of the State Election Board and Service Oklahoma to promulgate implementing rules; effective November 1, 2025.
