• Amends 26 O.S. 2021, Section 7-114 to add educational institution identification cards to the list of documents that do not satisfy voting identity requirements, while maintaining acceptance of federal, state, and federally recognized Indian tribe or nation-issued identification.

• Allows voters without acceptable proof of identity to cast provisional ballots after signing an oath, with ballots counted only if voter information substantially matches registration records including name, address, date of birth, and driver license or Social Security number.

• Provides exceptions for voters who have legally changed names or moved residences but not updated registration, allowing them to submit forms to update records while their provisional ballots are counted.

• Establishes November 1, 2025 as the effective date and sets false swearing on identity affidavits as a felony offense under Section 16-103.
