Prohibits abortion except when necessary to preserve the life of a pregnant woman in a medical emergency, defined as a condition that cannot be remedied by delivery and endangers the woman's life through physical disorder, illness, or injury including pregnancy-related conditions.

Requires persons performing abortions to prioritize preserving both the pregnant woman's and baby's lives, with abortion permitted only if the physician judges the baby's birth to be a threat to the woman's life.

Establishes performing or attempting abortion as a felony punishable by a fine up to $100,000, imprisonment up to 10 years, or both.

Prohibits charging pregnant women with criminal offenses related to their own unborn child's death and allows contraceptives administered before pregnancy detection in accordance with manufacturer instructions.

Provides an affirmative defense for licensed physicians whose medical treatment to a pregnant woman accidentally or unintentionally injures or kills the unborn child.
