Establishes the Oklahoma NCAA Division II Athletic Conference Exploration Commission composed of 10 university presidents with authority to expand membership by majority vote and elect a chairperson.

Requires Commission to conduct feasibility analysis within 12 months examining potential member institutions, academic/athletic capabilities, geographic logistics, financial sustainability, student-athlete effects, community benefits, and NCAA Division II alignment.

Commission must consult with NCAA Division II representatives, athletic directors, coaches, student-athletes, government officials, and academic organizations to inform recommendations.

Directs Commission to submit detailed feasibility report to legislature including findings summary, benefits/costs/risks analysis, potential member institutions, transition timeline and governance framework, and funding models including membership fees and broadcasting rights.

Creates revolving fund in State Treasury to finance Commission operations and activities, with authority to hire independent consultants, contract with experts, and seek funding from private organizations, sponsorships, and grants.
