Extends the sunset termination date of the State Board of Cosmetology and Barbering from July 1, 2024 to July 1, 2028.

Re-creates the Board under Oklahoma Sunset Law with 11 members appointed by the Governor, including one member from each congressional district plus at-large appointments.

Requires Board membership composition of six cosmetology practitioners with 5+ years experience, one barber with 5+ years experience, one lay person, one private cosmetology school administrator, one barber school administrator, and one public school administrator.

Establishes Board member qualifications including Oklahoma citizenship, age 25 or older, high school diploma minimum, and active engagement in their respective profession while serving.

Sets Board operational requirements including four-year terms ending June 30, six-member quorum, regular meetings on the second Monday of January, March, May, July, September, and November, and annual fiscal reporting to the Governor.
