Extends the sunset date for the State Board of Veterinary Medical Examiners from July 1, 2025 to July 1, 2030

Delegates to the Board the duty of determining veterinary medicine practitioners' qualifications, proceeding against unlicensed practice, and enforcing the Oklahoma Veterinary Practice Act

Requires Board members to recuse themselves from decisions affecting their own personal, professional, or pecuniary interests or those of related persons within the third degree of consanguinity or business associates

Mandates the Board adopt and annually review a conflict of interest policy with advice of legal counsel

Establishes that veterinary medicine practice is a privilege granted by the state, and the Board's primary responsibility is protecting the public from unprofessional and unlawful practice
