Re-creates the State Board of Behavioral Health Licensure and extends its sunset date from July 1, 2025 to July 1, 2026 under the Oklahoma Sunset Law.

Board composition consists of 11 members appointed by the Governor with Senate consent: four licensed professional counselors, three licensed family and marital therapists, two licensed behavioral practitioners, and two public members with counseling knowledge.

Board must meet at least twice but no more than four times per year and may hold special meetings called by the chair or three members; requires a four-member quorum for general meetings and majority quorum for business transactions.

Board members serve three-year terms without compensation but may be reimbursed for travel expenses; members serve at the pleasure of the appointing authority and can be removed at any time.

Board is authorized to establish licensure systems, adopt professional conduct standards, lease office space, employ staff and an Executive Director, and contract with state agencies to investigate complaints against licensed professionals.
