Amends 22 O.S. 2021, Section 1077 to prohibit bail on appeal for convictions of 15 specific serious offenses, including murder, rape, robbery with a dangerous weapon, and arson in the first degree

Bans bail on appeal for felony convictions involving firearm or deadly weapon possession, trafficking in illegal drugs, manufacturing controlled substances, intimate partner abuse, child abuse, and sexual abuse of a child

Prohibits bail on appeal for any felony conviction after a prior felony conviction

Allows bail on appeal only for misdemeanor convictions and felony cases where punishment is a fine only; discretionary for other felony cases requiring the trial court to state reasons for granting bail

Becomes effective November 1, 2025
