Establishes the right for arrested persons to make at least three completed telephone calls at no expense for local calls, or at their own expense for calls outside the local calling area.

Calls must be provided immediately upon arrest and booking into a city or county jail facility, and no later than 48 hours after arrest, except where physically impossible.

Permitted call recipients include: an attorney of choice (or public defender/court-assigned attorney if indigent), a bail bondsman, and a relative or other person chosen by the arrested person.

Requires jail facilities to post the telephone number for attorneys assigned to assist indigents.

Becomes effective November 1, 2025.
