OK HB1071

Establishes automatic expungement of nonviolent misdemeanor records beginning November 1, 2025, for persons convicted at least 10 years prior who have paid all fines, fees, and restitution and have no pending charges.

Expands expungement eligibility to 16 categories of cases, including acquittals, reversed convictions, DNA exonerations, pardons, dismissed charges, and various misdemeanor and felony convictions meeting specific time and conduct requirements.

Implements "clean slate" automatic record sealing beginning 3 years after the act's effective date for cases where all charges fall within specified eligible categories, subject to funding availability.

Allows prosecuting agencies, law enforcement, and interested persons to petition courts to unseal automatically expunged records in accordance with existing law.

Directs the Oklahoma Supreme Court to promulgate rules for district courts to implement automatic expungement provisions as deemed necessary.
