Extends dismissal recommendation procedures to apply to both teachers and administrators, requiring superintendents to submit written recommendations with stated basis and underlying facts to the board of education.

Mandates forwarding dismissal recommendations to the State Board of Education when grounds could support criminal charges or certificate revocation, or when based on agreements to avoid litigation, regardless of whether the teacher or administrator resigns before or after the termination recommendation is made.

Requires the State Board of Education to expunge an individual's report and send written clearance notification to all affected parties if the investigation concludes without findings to support criminal charges, certificate revocation, or termination.

Allows only school districts to request copies of recommendations from the State Board of Education for employment consideration, with notification to the affected teacher or administrator and the right to provide supplementary information.

Establishes confidentiality protections for recommendations submitted to the State Board of Education, exempting them from the Oklahoma Open Records Act except as provided for in school district requests, and requires notification to affected parties if a subpoena seeks disclosure.

Becomes effective July 1, 2025, with an emergency clause for immediate effect upon passage and approval.
