Removes language exempting certain funds from general fund carryover calculations in school district accounting, making gifts, grants, and donations for noncapital expenditures subject to carryover limits

Modifies per pupil revenue calculations by removing provisions for calculating weighted membership from nonresident, transferred pupils enrolled in online courses

Extends the penalty exemption period for exceeding general fund carryover limits to include fiscal years beginning July 1, 2020 through July 1, 2024, so qualifying districts are not assessed penalties during these years

Updates statutory references and language throughout 70 O.S. Section 1-117 and Section 18-200.1 related to school funding formulas and State Aid calculations

Effective July 1, 2025, with an emergency declaration allowing immediate implementation upon passage and approval
