HB 1089 Summary

• Amends 3A O.S. 2021, Section 267 to modify negotiation requirements between race track organization licensees and official horsemen representative organizations.

• Removes "simulcast transmission and reception" from the list of topics that organization licensees must negotiate and covenant regarding with horsemen representatives.

• Requires horsemen representative organizations and breed organizations receiving funding under this act to provide annual financial accounting to the Oklahoma Horse Racing Commission.

• Allows individual horsemen to opt out of representation by filing written notice with the track's horsemen's bookkeeper; permits the Commission to hold an election for alternate representation if more than 50% of a single breed's participating horsemen opt out.

• Becomes effective November 1, 2025.
