HB 1096 Summary

• Modifies professional development goals to reference state-mandated tests and ACT "nationally norm-referenced college entrance exams" instead of specifying ACT alone in Section 6-194.

• Allows high school remediation courses for students scoring below 19 on ACT or equivalent scores on SAT or Classic Learning Test (CLT) exams in Section 11-107.1.

• Defines "Classic Learning Test" (CLT) and "testing site" and requires students taking CLT to do so only at brick-and-mortar testing centers in Section 1210.508-7.

• Modifies Oklahoma State Regents' Academic Scholars Program eligibility to accept scores from SAT or CLT as equivalents to ACT scores in percentile ranges for Individual Applicant Qualified Students and Institutional Nominees in Section 2403.

• Updates Oklahoma Higher Learning Access Program eligibility to allow ACT score equivalents on SAT or CLT (composite score of 22 or higher) for non-accredited high school graduates and alternative education program completers in Section 2603.

• Effective July 1, 2025, with emergency clause for immediate effect upon passage and approval.
