Transportation Commission must pay for constructing, improving, and maintaining municipal streets that continue state or federal highways in municipalities with populations of 100,000 or less

State responsibility now includes installation, repair, and maintenance of curbs, inlets, inlet grates, inlet hoods, inlet structures, signs, and lane marking on these highway continuation streets

Department of Transportation must bear full cost of curb and inlet infrastructure when undertaking projects on qualifying streets, and must amend existing administrative rules that excluded curb maintenance from project scope

Commission remains excluded from paying for mowing right-of-way, stormwater drainage outside the back of curb, and sidewalks or driveways

Effective date: November 1, 2025
