• Enacts the "Child Protection Act of 2025" to modify Oklahoma marriage law regarding minors under age 18.

• Removes previous exception language allowing minors under 18 to marry with parental or guardian consent, establishing a blanket prohibition for persons under 18 years of age.

• Maintains existing exceptions for minors ages 16-17 with court authorization in specific circumstances: settlement of seduction or paternity suits, or when the unmarried female is pregnant or has given birth to an illegitimate child with at least one parent present before the court.

• Prohibits parents or guardians of minors in custody of the Department of Human Services or Department of Juvenile Justice from consenting to marriage of such children.

• Becomes effective November 1, 2025.
