Amends 27 O.S. 2021, Section 13 regarding eminent domain policies for real property acquisition by public agencies and entities.

Increases the minimum compensation amount to 150% of the approved appraisal of fair market value for both initial offers and court deposits before property possession is required.

Requires property owners to receive written statements explaining the basis for compensation amounts and allows owners to accompany appraisers during property inspections.

Prohibits coercive actions to compel price agreements and requires acquiring authorities to make offers for uneconomic remnants when partial acquisition would leave owners with property of little value or utility.

Becomes effective November 1, 2025.
