Creates new authority for the Liquefied Petroleum Gas Board to conduct investigations of LPG accidents or fires, with requirement that the State Fire Marshal, county sheriff, and fire department chief notify the LPG Administrator within one business day of becoming aware of such incidents.

Removes the "chief deputy administrator" as an appointed position and modifies qualifications for Administrator, deputy administrators, and safety code enforcement officers, including requiring CLEET law enforcement certification for those with peace officer powers.

Authorizes the Board to establish flat annual fees for cylinders in exchange cabinets (Class VII permits) and modifies container fee collection with a 25% penalty assessed 35 calendar days after invoice issuance.

Requires all registered permit holders to conspicuously mark containers they own for easy identification and permits inter-holder use only upon authorization, with consumer authorization required before any filling.

Bill becomes effective November 1, 2025.
