• Prohibits appeals of inter-district transfer denials based on capacity set by school district boards of education.

• Allows appeals of inter-district transfer denials based on attendance or discipline to the receiving school district board, and further appeals to the State Board of Education if the local board denies the appeal.

• Limits intra-district transfers to one time per school year (reduced from two times), except for children in foster care.

• Permits intra-district transfers for students to participate in specialized programs within the district if the school district policy gives preference to such transfers.

• Requires school districts to deny intra-district transfers when adjusted attendance zones are established for managing student enrollment.

• Effective July 1, 2025, with emergency declaration for immediate effect.
