Amends the Oklahoma Property and Casualty Insurance Guaranty Association Act to add cybersecurity insurance coverage with a $300,000 cap per insured event for all first- and third-party claims, regardless of the number of claimants

Adds government-provided or government-guaranteed insurance to the list of exclusions from the Act's coverage, along with existing exclusions for life, health, ocean marine, surety bonds, and title insurance

Authorizes the Association to join multi-state organizations of similar guaranty associations and designate them to act as liaisons or bind the Association in settlements with receivers of insolvent insurers

Prohibits insurers, producers, and affiliates from using the existence of the Insurance Guaranty Association in advertising to sell, solicit, or induce purchase of insurance

Declares Association records confidential and exempt from the Oklahoma Open Records Act, except for the plan of operation and information required to be filed with the Insurance Commissioner; effective November 1, 2025
