Requires bills proposing mandates impacting health benefit plans to receive an impact analysis before consideration by either chamber of the Oklahoma Legislature.

Defines "mandate" as any legislative or regulatory requirement obligating health benefit plans to provide coverage expansions or implement operational/administrative processes like prior authorization or reporting requirements.

Directs the Oklahoma Insurance Department to analyze mandates within 60 days and report on social impact, medical efficacy, and financial impact, including estimated effects on insurance premiums and state insurance market stability.

Limits the Legislative Service Bureau to submitting no more than 6 bills per fiscal year for analysis (3 from House, 3 from Senate), with written approval from the Insurance Commissioner required for additional referrals.

Requires the Department to contract with third-party vendors if needed and permits consultation with other state agencies; mandates public availability of all analysis reports on the legislative website.

Becomes effective November 1, 2025.
