• Enacts the "Real Access to Whole Milk Act of 2025" and amends the Oklahoma Milk and Milk Products Act to require appropriate and valid permits for producing, hauling, processing, distributing, or selling milk and milk products.

• Establishes exemption for incidental sales of raw milk directly to consumers at the farm where milk is produced, allowing up to an average of 500 gallons per month without a permit.

• Sets separate threshold for incidental goat milk sales at an average of 100 gallons per month, with advertising permitted for these incidental sales.

• Permits farmers and producers to make cheese using milk or cream produced on their own farm without additional restrictions.

• Requires permit applications and inspections for ungraded raw milk producers, haulers, and processors to follow a process similar to the Grade A permit process; effective November 1, 2025.
