Prohibits health care providers and students from performing breast, pelvic, urogenital, prostate, or rectal examinations on anesthetized or unconscious patients without prior written informed consent, except in four specified circumstances.

Four exceptions allow such examinations when: (1) patient provides prior written informed consent and examination is medically necessary; (2) patient consents to related surgical or diagnostic procedure and examination is within scope of care; (3) emergency exists and written consent is impracticable; or (4) court orders examination for evidence collection.

Violation constitutes a felony punishable by imprisonment in the Department of Corrections for not more than five years, a fine of not less than $20,000, or both, plus additional penalties established by the relevant licensing board.
