House Bill 1173 Summary

• Allows licensed psychologists to prescribe psychotropic medications in Oklahoma under two certificate types: conditional prescription certificates (with physician supervision) and prescription certificates (without supervision).

• Conditional prescription certificate requires applicants to hold a doctoral psychology degree, current psychology license, complete a postdoctoral master's degree in psychopharmacology, pass a national certification exam, complete 450+ classroom hours of instruction in core pharmacology areas, or complete 80+ hours of clinical assessment practicum plus 400 hours of supervised clinical experience treating at least 100 patients.

• Conditional prescription certificates are valid for 2 years and renewable; psychologists must maintain malpractice insurance, notify the Board of their supervising physician, and supervising physicians must notify their own licensing boards.

• Supervising physicians are not liable for psychologists' acts unless injury or loss arises directly from acts under the physician's direction and control.

• Act becomes effective November 1, 2025.
